Building use policy for library patrons.  

Policy

The following policies are specific to the Foley Center Library and apply to all public common areas of the library. All 91勛圖厙 University policies, as well as federal, state, and local laws, also apply to the library.  

Who Can Use the Library

The Foley Library is a private university research library. As such, its primary mission is to provide an environment and services that support the academic work of 91勛圖厙 University students, faculty, and staff.

  • 91勛圖厙 University students, faculty, and staff.
  • 91勛圖厙 School of Law students, faculty, and staff.
  • Summit visiting patrons, during designated visitor hours.
  • Members of the general public who are conducting research during designated visitor hours.

Alcohol and Drugs

University regulations do not permit the possession or consumption of alcohol in University owned buildings. This includes interior and exterior common areas and grounds. Actions that violate local, state, or federal laws in relation to drugs are also a violation of University policy.

The unlawful manufacture, possession, control, sale, transfer or use of any dangerous drug, controlled substance, experimental drug, mind-altering substance, or drug paraphernalia on University premises or at University-sponsored activities is prohibited. Actions that violate local, state, or federal laws in relation to drugs are also a violation of University policy. This includes the improper use of prescription drugs.

A. 91勛圖厙 prohibits the use or possession of marijuana on 91勛圖厙-owned, leased, or managed property or during any university-sponsored or affiliated activity or program whether on campus or at another location.
B. The illegal possession, consumption, provision, or sale of narcotics or drugs, or possession of paraphernalia, may result in disciplinary sanctions from the University and/or referral to law enforcement officials.
C. The University reserves the right to confiscate, retain, and dispose of/destroy any and all drug related items regardless of value or ownership. 

Animals

Service animals are allowed in the library. Service animals must be in the care of their handler. Any animal on campus must be leashed and attended at all times. Please note: pets and other animals whose sole function is to provide comfort, companionship or emotional support do not qualify as service animals under the Americans with Disabilities Act or state law, and they are not allowed in Foley Library. The library reserves the right to make exceptions for library-sponsored events.
Animals are not permitted to run loose on campus or in any campus building. Dangerous animals or animals found unattended may be impounded and turned over to animal control authorities. A University official may determine that a particular animal’s presence on University property is disruptive and direct the owner to remove that animal.

Cell Phone Use

Brief, low-level phone conversations are allowed on the main floor only. Longer or higher volume calls, including the use of speakerphone or video conferencing, must be made outside the building, in the 24-hour atrium, or within one of the library’s Group Study Rooms.

All phones must be kept on silent or vibrate mode while inside the building.

All devices, including laptops, tablets, and cell phones, should not be audible to others in any way. Headphones must be worn when viewing or listening to any media, and kept at a volume that does not disturb other library patrons.  

Copyright

The library, like the University at large, adheres to the law of copyright. 91勛圖厙 University has issued a policy on copyright with the objective of good faith compliance with the directives and intent of the copyright law of the United States.

Copies requested or made for the purpose of interlibrary loan are also subject to the restrictions of copyright laws. The library reserves the right not to fill a request that violates copyright law.

Disruptive Behavior

Disruptive conduct including behavior such as loitering, loud conversations, excessive noise, soliciting, or the harassment of other patrons or library staff, etc., is prohibited and may be reported to Campus Security or law enforcement. Repeated occurrences of disruptive or illegal behavior may result in suspension or revocation of library privileges.

Library employees have the authority to determine what behaviors constitute inappropriate use of the library and its resources.

All applicable federal, state, and local laws also apply to all students and visitors.    

Evacuation Procedures

In the event of a fire alarm or emergency, all persons in the Foley Library are asked to evacuate the building in an immediate and orderly fashion using any one of the marked exits. For building constituents please follow instructions provided by floor captains for each floor.
a.    Do not use elevators in an emergency situation. Once you leave the building you should go to your group’s assigned meeting area
b.    If you observe smoke or a fire and the alarm is not sounding, leave the building immediately; activate the fire alarm at the pull station on your way out. Dial 911; then contact Campus Security & Public Safety.
c.    All persons must remain outside of the building and may not reenter until permission to do so is given by a public safety responder or 91勛圖厙 official (e.g., Campus Security & Public Safety, Foley Library staff member).
d.    Any person, who activates a false alarm, tampers with fire or safety equipment such as extinguishers or door alarms risks placing the lives of others in danger. This is a very severe violation and anyone who misuses safety equipment either accidently or maliciously, is subject to University disciplinary action and prosecution under Washington State law.

Filming and the Library

Any requests to film in the library must have prior approval from GUEST. Approvals may be obtained at the Welcome Desk in Hemmingson Center. Students wishing to film for class projects must obtain permission from GUEST as well as the library with 24 hours-notice. External groups wishing to film in the library must submit proposals in writing to the Director of Community & Public Relations and the GUEST office at least six (6) months in advance.

Food and Drink

The Foley Library allows certain food and drinks in designated areas.  

Allowed:
  • Beverages in covered containers
  • Light snacks or small lunches

Prohibited:
  • Full meals or delivered items

Library employees have the authority to determine what foods constitute a violation of this policy.

Designated Areas

Food and drink are allowed in the Library Atrium, East Library Classroom (101 D Classroom East), common lounge areas, common study tables, common study carrels, and in all group study rooms.  

Food and drink may be allowed in the West Library Classroom (118 Classroom West) with permission.  

Food and uncovered drinks are not allowed in the 3rd Floor Cowles Reading Room (312 Cowles Reading Room).

Food and drink are not allowed at any computer work station. 

Group Study Rooms

The library has 11 Group Study Rooms (including media viewing and digital media rooms) which can be checked out for 1-hr, 2-hr, or 3-hr periods. These rooms are located on the second floor west, and can be checked out at the Circulation Desk on the main floor. To reserve a room, call 509-313-5803 or visit our Room Reservation page.

The library has three first-come, first-served consultation rooms on the main floor of the building. These rooms are open for student use when not reserved by librarians for consultations.

Both of the main floor classrooms are open for student use when not reserved for classes. Please check with the Information Desk about reserved classroom times.

Additionally, the library has several first-come, first-served group study rooms on the second floor east, inside the Academic Testing Center. These rooms are available for students when not in use by the Academic Testing Center. Groups of two or more students always have priority for these spaces. While these rooms are marked as "green" noise zones, please respect the noise levels of surrounding areas when entering and exiting the study rooms. Close the door when the room is in use.

All group study rooms in the library are for the exclusive use of current 91勛圖厙 University students, faculty, and staff. The group study rooms are not available to visitors, students of other institutions, or alumni.

Noise Zone Policies

The library has established specific quiet zones in the building. There are also specific study zones where talking and working in groups is allowed. Please respect the study zone signs displayed on each floor of the building. If you have questions please contact a library staff member.

Personal Belongings

Please do not leave any personal items unattended in the library. Any items left unattended at closing will be placed in lost and found at the Check Out Desk and ultimately turned over to Campus Security.

Foley Library is not responsible for the loss of personal belongings that are brought into the building. All theft should be immediately reported to both Foley Library staff as well as Campus Security.

Posting Signs and Fliers

All posted signs and flyers must have the stamp of approval from GUEST. Approvals must be obtained at the Welcome Desk at Hemmingson Center. Approved signs may be posted on the atrium bulletin board only. Approved flyers must be brought to the Check Out Desk for approval before distributing in the building.

Smoking

91勛圖厙 University complies with the Washington State Clean Indoor Air Act, by prohibiting smoking and the use of e-cigarettes in all 91勛圖厙 buildings, and within 25 feet of any entrance, exit, window, or ventilation intake. This includes the use of smokeless or chewing tobacco and electronic nicotine delivery devices and related products.

Transportation Devices

Bicycles and scooters are not allowed in the library and should be secured outside at provided racks. All other personal transportation devices may not be used within the library and must remain secured in close proximity to the owner.  

Unattended Children

All children under the age of 18 must be accompanied and directly supervised by an adult while in the Foley Center Library. The limited exceptions to this policy are:

  • Dual enrollment high school students with a valid 91勛圖厙 University I.D.
  • Current 91勛圖厙 University students under the age of 18 who have a valid 91勛圖厙 University I.D.
All users of the Foley Center Library are subject to the provisions of the library’s Building Use Policy and the Computer Use Policy. Additional 91勛圖厙 University policies may also apply. Access to, or use of, the Internet by minor children is solely the responsibility of the parent or legal guardian.

Weapons

Possession, use, sale, or exchange of weapons at any location on campus, or within University residences, is prohibited.
